I'm not sure I understand your reasoning on the FIFA domains.

FIFA covers all European Football. Why would that not have some drawing power?

Why would it have to be a cup?
People are interested in football scores from all around.

....in simple words FIFa is an organisation like ONZ or UN and doesn't participate in any kind of score boards or matches. They participate in organizing events like EuroCup or CopaAmerica or arbitrating footbal players / transfers, but they got nothing to do with scores or odds, unless you want develop site for FIFA office workers :D
