File a complaint with paypal, if he doesn't respond to paypal they will give you your money back. They are usually good about this cause the whole system is automated.

Only 1 problem. Domains are electronic goods, not tangible. I sold an online game account 2 years ago & buyer paid with fradulent credit card. And I had to give the $150 back. So I lost my account. That isn't the same case? (but just with a scammer & not fradulent credit card)

Yah I bought a name from someone who didnt pass the domain over, so I asked for a refund through electronic goods. It took about 10 days, but got my $200 back.
