Multiple reasons -
1. People don't know any better.
2. People do know better, but are willing to take the risk because FIFA probably isn't actively monitoring every single WorldCup name registered. The second a "worldcup" name shows up on their radar, they will send a threatening letter or two and UDRP it.
I am not a lawyer, this is not legal advice, and I don't know all the scenarios.
But common sense says if you want to make it as a domain investor, you want to buy and sell names that don't run the risk of being seized by the trademark owner.
