Cheapest place I know to reg .LA is Dotster.

$35 per year, 2 years $65 plus you can often get coupons.

They do not seem to work for renewals, other coupons (google: dotster coupons) do work for renewals sometimes.

.LA is a very speculative extension. Probably most of the domains that still are available are not worth registering. Maybe the city of Los Angeles will embrace the extension, but that has not happened yet. Of course if the registry would put some promo effort into it then that could change, but there is no sign of that happening.
