In theory, I could make a website, some kind of travel guide and offer all related to tourism local services list their services for a yearly fee.
But I also would like to know if the domain itself is worth something.

This is basically just adding "City" after the name of a city. Unless the city itself includes "city" like New York City, Oklahoma City, Kansas City, etc...It doesn't really make sense.

It is called City of Albuquerque... so, Albuquerque City has some sense, especially for those who decide to develop the website.. so it must have some price... you can't say it is worth zero..

After checking it out, @bmugford is right. To be proper, it is just this: Albuquerque, New Mexico. Yes, it may be called "Albuquerque City" or "City of Albuquerque", you can do that, no arguments there. With regards to it as a domain, just "Albuquerque" is the one - Nothing more. The spelling of Albuquerque is pretty tricky too, you want such a domain to be singular. You have a case if your domain was "Tokyo City" (even though its known as just "Tokyo"), or "California City" (again, even though known as just "California"). Both are fair travel brands, merchandise, knowledge bases, things to do etc associated with those cities. Also, taking visitors / other statistics into account for those places, even the population...ranging in the tens of millions, Albuqeurque is give or take half a million. Overall, its a different league. Sounds unfair, but you really have to pick your spots with domaining...adding stuff onto "Albuquerque" is a battle. If value is realised with a buyer that appreciates it (to be positive), its a low number in comparison. IMO

If you do have development ideas, I'd encourage you to do that. If you can truly make it work, power to you (that's awesome)
