I tried to register one domain today money got deducted but there is no domain Registered in my panel so, are they good or is it a scam?

hi all i found available domain at Namecheap and i purchased it but i don't see it in my account i call Namecheap support told me this " The registration of this domain name is restricted on the Registry level. It is not available for the registration at all." what is that mean and why i see it...

any can help me.. i have domain at godaddy url : hotelrooming.com i use default name server from godaddy but still blankpage, but when i try use afternic nameserver stil 403 error page.. can u tell me why, as i know, if we use godaddy default name server, or domain will redirect to godaddy page...
