I'd say reg fee at best, you already know why. It's seasonal and it's a .org. The only thing the domain has going for it is that it's exactly the correct phrase, and there's not really a better phrase for it.
Put up a DIY make-your-own-halloween-bag or some other one page ad site, and you'll probably get enough ad revenue in october to cover registration.

I disagree with the above appraisals.
For a quick flip I'd say maybe 20 to 50 bucks.
The value in this domain, however, lays in development. Put up a website. MAybe some trick or treating tips, how to check candy before you eat it, safety tips. Maybe make a website for sharing cute costume photos and have links for buying the costumes. Whatever... you can come up with a clever idea.
Just because the domain is seasonal doesn't mean you can't make money off of it. Put up adsense or ads for candy, costumes, decorations. Halloween is big, people spend money on it.

Christmas is also only 1 day, but people buy gifts all December long. Same thing with Halloween, people buy candy and costumes and decorations all throughout October.
