No control panel for domain name?

One of my clients wishes to take control over their domain name which a company registered for them through publicdomainregistry.

Now the co that has control over the domain are saying they cannot give control panel as many other domains are registered with them.

Is this company just lying ?

There has to be a way that the company can push a domain to their client one way or another.

Note: They can't change registrars now because they updated contact details 15 days back.

Yes there can be a possibility that a person is with namepros for 12 years and doesnt know about pushing a domain name. This is not the case here and I don't have to push a domain anywhere.

Please read again if you have to or probably I did not write the below statement properly

How can I ask them to push it to my client ?

Where do they sign up first?

I have bought and sold sites and domain and pushing from GoDaddy to GoDaddy is easy. I have never been associated with publicdomainregistry so don't know how it works which is why I asked the question on this forum.

I dont know publicdomaonregistry.
Perhaps they are trying to force their customer to stay with them

Publicdomainregistry is Resellerclub.
I assume the company is a reseller of Resellerclub.
You can ask them to make a new customer account with your email under their reseller panel and give you access to that customer control panel. The domain can be pushed to that customer account.

If they are using a customer account with one of the resellers of RC, you can make an account at Bigrock.com and ask them to push to that account. (it may not be possible for all extensions).

I already have account with bigrock. I (for my client) could just sign up with resellerclub and ask them to push the domain to one of the two places?

That would work right? Or you have to pay to be member at Publicdomainregistry / Resellerclub

If they're telling you that there isn't a control panel, then that's fine. I'd recommend transferring to a registrar that is in the 21st century and does provide control panel access for managing domains (Godaddy/Name.com/Porkbun etc).

I couldn't tell you about the specifics of bigrock/publicdomainregistry/resellerclub, but I can tell you that they should allow you to transfer your domain to another registrar, any registrar of your choosing, ask Publicdomainregistry/resellerclub unlock the name and request a transfer from another registrar

@DrJacoby: Not cool. Let's be kind to fellow community members. Not everyone lives, breathes, and dreams about domain name investing 24/7 365. Maybe she just didn't know about publicdomainregistry ? Noone knows everything no matter how much they think they "know" and those who claim otherwise are simply ignorant.

@PuneetJvw: I'm sorry but I am not familiar with publicdomainregistry myself but it sounds like this "co" you and your client are dealing with may have some kind of domain name reseller hosting account with publicdomainregistry in which they have one cPanel with all the domain names their company is managing which would explain what they are saying. I can't say 100% for sure since I don't know the specifics but I think it's not bad of a guess at all.

You can ask them to push to your bigrock account and see if it works
Transfer out is another option if it is not under transferlock

PublicDomainRegistry = PDR = WhoIs.com for me. That's how I manage my domains with them.

ResellerClub has different accounts for top-level resellers, and you cannot always transfer to another reseller club member who isn't with the same top-level member. Or, at least that is how it used to be. I have no idea if that has changed.

But it seems to me questionable why you would register a domain with a reseller who has no control panel for the domains they manage. I would say that is an impossibility. You really cannot do anything without a control panel. I think you need to discuss with the reseller how you can transfer the domain to BigRock.com or GoDaddy.
