We've merged most of the website-for-sale sections into a single Websites For Sale section. Now, the type of website or listing is specified by the thread prefix when the listing is created.

A "reasonably well-developed (i.e. better than a parking page) and 99.999% un-launched" domain/website auction belongs in which section?
In the Websites For Sale section using the "auction" prefix.

* Is pointing out the domain name is "enhanced" allowed in a 'normal auction', and/or...
You could make it a domain name auction and indicate that it includes "enhancements" but that would make more sense if the domain name is the majority of the value. Otherwise, it makes more sense to have it in the Websites For Sale section.
