Oh I was going to say it is not on Undeveloped, but see I missed some of the thread and you have an offer under consideration. Hope it all works out for you!

There is no marketplace that can enforce the contract - the contract is between the buyer and seller. The marketplace can only release the full information to the aggrieved party for legal pursuit.

https://undeveloped.com/legal/terms-of-use
5.4 In case of violation of these prohibitions, the Contractor is entitled to take such measures as it considers necessary, including -but not exclusively- the removal of (the provisions of) the domain name, deny the Client access or suspend his access and / or providing personal information to authorized third parties, including the police.

But they seem to be making a big song and dance about a bid being legally enforceable. When in actual fact it's not being enforced by them as the representative of the seller (which they are supposedly representing). So the legally enforceable argument basically falls dead in it's tracks. So. Yes. I'm agreeing with you. What good is a binding contract if they don't enforce it? It's worth diddly squat. The seller almost has no skills, or will power, to enforce the contract. If it is not being enforced by Undeveloped.

Has the transaction completed? Any developments with this sale?

The transaction not materialised. I Then shifted the domain to Uniregistry and has a bin of $39k
Yesterday I got an offer for $1000. Another user has been interested but did not offer any price. Though buyer country is Kenya, I doubt is it an legit offer or not?

Your suggestion please.

There is obviously interest in this domain, yet stay reasonable on your price. My guess is the $8K offer was a mistake and it might be better to lower you expectations, even though that is a bummer. My suggestion is stick to @Undeveloped - they are very responsive and helpful and can vet the offers/buyers for you.

My very limited personal experience with Uniregistry has been negative, and mostly have avoided them from other members warnings.
