Here are some comparables from Namebio. As you can see "xxxpay.net", where xxx is any word, domains don't sell very frequently, only 8 in the last 4 years. IF you find a buyer, expect about $1000-$2000. This is only going to be bought by an end user looking to set up a payment company. Dotcom version of same name would be worth about $3000-$10000.

The bigger issue is that the dotcom is taken by an established payment company. Therefore it is unlikely that another company would buy this name. You could approach the dotcom but you might be accused of cyber squatting.

Strange, when I did a copy-paste it showed up like IDN. Anyway.
Same opinion as @distlej.

I like the name but possible TM issues must be considered.
On the other hand, the string netpay is taken in many ccTLDs. So I think it can be fine for local use.
The .com is not working for me right now, whois is private.
