Do standard uptime stats include or exclude network issues?

Actually in most cases downtime simply refers to your site going down with out notice. If your hosts says he's gonna upgrade your server or network etc. then they wouldn't consider that downtime.

After a couple of months. Don't rush to spend money. Start small and work your way up. A good web host is scalable and even a bad one is transferable.

Sitebuilders on the whole are crappy. Just look at Joomla or Wordpress and use a theme you like available on the web.

Best bet go with Wired Tree. I wouldn't recommend running cPanel on anything less than 512MB really. Next thing you know, you are writing a negative review.
