Dear PayPal Staff,
As a last resort, I am making my complaint in public to seek guidance to get back my money $ 1,000 from PayPal.
I have been a regular Business account holder with PayPal for more than a year now. There was been no issues so far....But this one:
First I would like to mention my geographical location. I am Resident of Saudi Arabia. My Visa Credit Card is issued by Saudi British Bank (SABB).
on February 23, 2016, I withdrawn $ 1000 (net amount $ 995) from my PayPal Balance to my Visa Credit Card ending with 9011. The is Unique Transaction ID # 6L753537J3442653U

But till today, June 19, 2016, the amount have not been transferred to my Credit Card. In this connection, I called to PayPal, after 30 days, they gave me Trace Number xxxxxxxxxxxxxxxxxxxxxxx to give to my bank that issued the Credit Card. I promptly gave this trance number to my Card issuer bank, but they told that there was no credit on that day or till that day. Again I contacted to PayPal, finally you gave me the Visa CC transaction ID xxxxxxxxxxx to check with my card issuer. I checked with my banker, the same reply, they did not receive any funds from Paypal. They asked me to contact you, the service provider, PayPal, to get back this money.

Please advice me to get back this money. It is Paypal's obligation to protect our money. They can easily check the status of this money, where it has gone. They just cannot keep me in disappointment. Nowadays, these people are not even replying to the message that I sent.
What they are talking seems childish (staff from Dublin office). They should understand that it was a withdrawal from PayPal to my Credit Card, I sent all the proof that I have not received it. The bank says we cannot discuss anything on something which we did not receive at all. PayPal cannot say they can not do anything. They were the service provider. They need to find out where is my money gone. Only they can do it.
Very disheartened to receive their final reply three days ago that reads:
I have reviewed your account and can see that we are unable to do further trace on your funds at this time. Please continue to communicate with your card issuer as they are the best person who can help resolve the issue.

I appeal to NamePros members to suggest me, guide me how I can get this money from PayPal. I also request any concerned PayPal staff to handle this issue and help me get back my money.

If I were you, I'd take Paypal & Credit card issuer to local consumer court. Best bet as of now!

I am in Saudi Arabia. Can I file a case? I have with me records of more than 2 dozens emails from PayPal in this regard, several phone calls to their Reps in Dublin, and several emails form their EuropeanServices. It is surprising that the largest payment gateway on earth PayPal is unable to trace a withdrawal case. They have staff who are inefficient to handle the case. One guy from Dublin office, talked to me and I dont know what he understood, he changed my Business Account to Personal account. The next day I had to make it Business account again.

Holly sh*t man, this is absolutely ridiculous.

There is no way it should have even taken that long. Whats worse is Paypal's response to your query.

Hope you manage to get this sorted out with them...

Here is a list of Paypal staff email address of some decision makers there. Maybe send them all an email with full details of your query

On second thought, let me PM it to you. Probably not a good idea to dump the list of email addresses in public... if anyone wants the list, feel free to PM me and I will send it to you as well.

First,, call paypal, not by mail, write well what you want to say to present your case including, your intention that you are going to file a complaint, in most of the time, it can be a bad job of someone or even a system error, about one thing you can be sure, you can get your money back, paypal is not going to steal your money.

I have written 2 dozens letters to PayPal in this regard, talked to their staff several times, talk to my banker a dozen times. With so much sophistication at their disposal, Is that not a simple task to trace the withdrawal. What I am afraid now after 2 months, they may not hesitate to say time is over.

Take the PayPal information to the bank and then have someone at the bank produce a document that clearly states that they did not receive the amount.

Then send the document to PayPal; maybe also have a rep from the bank speak to someone at PayPal.

I've had fun times with PayPal back in 2004/2005 when they decided that they needed to 'verify' that I had the merchandise I was selling. I was running a cell phone buy-back program when there were only 3 in the world, and service providers weren't buying phones back yet.

I would pay $5 for outdated GSM phones and sell it overseas for $50 where GSM networks were just being installed.

One day PayPal froze my account, and funds not withdrawn in the account $4800, for 6 months. For no reason at all.

Yet they didn't have a problem when I was making $2k per day selling facebook friends to gamers that were required to amass friends to be better in the game.

My point being that PayPal is a fickle beast. So your situation could take forever to resolve. They may just give you a credit while the situation is being worked out, in order to save some face. Again... it's PayPal so who knows. O_o

YES, I withdraw $ 1,000 (net $ 995) from my PayPal balance to my Credit Card account.
Here they do not link bank account.

I did submit Bank Statement to Paypal to verify that there was no credit from PayPal to my Credit Card.

That doesn't mean your bank did not receive the money. It could be that your bank did receive the money, and that the bank did not properly credit it to your account.

I live in Dubai and have credit cards issued from local banks.When i withdrawal my first payment after couple of days paypal status showed. The funds has been transferred successfully but i didn't received any payment from paypal. So i call paypal and they told me the same thing as they told you but they also told me to check with my card issuer that they are accepting paypal payment or not. So i checked with the card issuer and they told me for the security reason we are not accepting paypal or any form of online payment but if you want we can enable it for you. so i request to enable that option.After that i call the paypal again and told them the situation and they said we will investigate on our side and if the payment is pending with us. it will be credit to your card within next 5 working days and luckily i got the payment after 2 days in my card. After that i never faced any issue at withdrawal. So i suggest check with your bank. is that your card issuer accepting online payments or not. It's common problem especially with GCC country banks. Credit Cards are issued by VISA and the local bank are just handler. If both parties don't have your payment. that means you payment is held with Visa . First check with your bank and than send an email to visa. i hope you problem will be resolve. Don't worry money could be delayed but it simply cannot vanish in thin air. Keep us update..!

That doesn't mean your bank did not receive the money. It could be that your bank did receive the money, and that the bank did not properly credit it to your account.
May be, but whose job is this to check and verify? Is it not PayPal who should contact the credit card issuer? My several contacts with the bank did not yield any result, they shoot me questions: "Isn't the Paypal you should contact and find out the status of the withdrawal"

Thank you very much Shams. Before this $ 1000 withdrawal, I have had withdrawn funds from PayPal balance to my Visa Credit Card, but amount were between $ 300 to $ 500 only. So the card issuer bank (SABB) accepts online payment.

@Haroon Basha Than give a shot to Visa.com . Talk with them and tell them your issue. may be they could help. They have toll free number in Saudia.

Same thing happened to me .. my visa card issuer is SABB saudi british bank ,.. i made three withdraws on

16,20,22 Feb this year ... 500$ each ...

unit now i received nothing ...

paypal says the problem is with your bank ..

and my bank says the problem is with paypal ..



i don't know who to beleive .. after all the 1500$ lost at nowhere ..

if you got any updates to your case ..please tell me

I don't know about your country, but usually there is "small claims court" in every country. So you can file a case against both Paypal and Visa offices in your country. For this $1k + missed revenue + unauthorized using your funds in their capital + your direct damage as inability to feed your family + all collateral damages + punitive damages for a whole rest of the claim ceiling for this court, in my country it's about $10k. Usually after receiving such case, they will try to settle the deal with you very quickly before the court.

I am not aware if any such consumer court available here or not. Even if available, do you think it worth to spend $ 10,000 to get $1000? Or I will my dues including all expenses? It seems if nothing worked out, filing case if only option. How about requesting some editors of some famous newspaper to expose my story, thereby at least then PayPal get attention to solve my issue. Your feedback is highly appreciated.

I got reply from Visa.com also, but they too cannot do anything in this regard. Here is their reply:

Just looking over both feeds I would try twitter first, they seem more active/responsive there.

My theory is stick to filing complaints to PayPal, they are the only ones who have any record of the transaction. What a ridiculous amount of time they have been putting you off, hope this helps : smile : Oh and tweet this thread to them as well, the more public exposure the better!
