The gut feeling says yes.

The world is really going tv (Video).

Is anybody tracking .tv sales over the years to see what the trends have been?

Not sure why you think it's hot, i dont think enough sales over the years to ever claim a hot market imo

If there are 600k .TV domains registered, how many sales per year or quarter or month or week does it take for one to conclude .TV domains are hot.

From someone who has a fair number of .TV domains and none with premium renewals, I would disagree with that assessment.

It's just not an easy extension to develop, unlike .com or say .net where anything goes, so always some limitations with this one …..budgets and expertise

regardless , market is still not hot imo, over the years i have hoped to see 'channel and show' names start to sell, nothing much to speak of though

its not cheap if thats what you mean, not if your going to invest in original video content that people will want to watch and tell their friends about.
.

Or instead of paying let people do what they've been doing for years - upload their own videos like they do on youtube. Just make them themed for each .tv domain.

If you have multiple .tv domains you can use one program to run the who thing but determine the theme / content based on the domain.

Video production is expensive and yet monetizing video content is not easy when everyone is so accustomed to getting everything on the internet for free - Youtube videos on any topic as well as news on Yahoo or Google. Even movies which cost Hollywood millions to produce can be rented for $5 or $6. Google AdSense earnings just don't enable one to produce content. A subscription model seems to be a logical way to cover video production costs but I'm not sure how many examples there are of companies successfully doing this.
