You should get 2NP per post depending on which board you are on.

If you are on any of the marketplace boards, you don't get any

is there any minimum number of character per post..
or minimum number of post before someone can earn NP$?

Im not sure.. but I think the reason is new members get paid for posts only after 90 days of Active participation in the forums and after beingmonitored by Staff..
This is applicable for people who Joined after Jan '06.

Please confirm if Im right with anyother staff!

I thought they said they stopped that and are no longer giving NP$ for posting here.... i saw it somewhere in the Incentive area... but hey i could be wrong

The period of time is between 60-90 days to wait , But even then it depends on the quality of posts for new members now.

When we look through posts of a member - and see no post in the main forum (Only posts in the incentives section) - It's obvious the member has only one intent for being here and most likely will not be earning np$ for posting. The same can be said for people posting in sections and threads they have little business in as well. It absolutley kills me to see a 13 year old using a free host and a .tk or .be domain extension giving someone else legal advice in the legal section.
