For vB skins, I recommend gfxstyles.com, might want to put it on there.

Also, PJIRC for Chat Systems.

I think that should do what you are looking for.

It depends what you want from a forum.

If you want a power admin panel to control your forum and users, choose vBulletin, it also has a alot of skins and modifications available, but is abit pricey.

For a free option, use PhpBB, it's easy to use, and has alot of skins and modifications available for it too.
