Im looking to buy an established hosting company, by this i mean im looking for a domain, and website hopefully with a billing script already installed.

Clients would be nice but not needed.

Cant afford over $2000

Why don't you do a reseller?. GoDaddy has a reseller for $99 a year.

No registry is going to sell their business and to become a registry you need big bucks.
