I've tried tons out there but I finally settled for phped for php. Expression Web for html and firefox with firebug for javascript debugging.

I am of course Just kidding. It's hard to say who is the best web developer out there. Certainly anyone Zend Certified is going to be really talented, however that always doesn't mean reliable. I'd recommend just researching about the developer, making sure they have good positive feedback, etc. And always remember, you get what you pay for - if the price sounds too good to be true, then it probably is.
