'Reseller' value, or sometimes referred to as 'wholesale' value, is a price you could expect to fetch if selling to other domain resellers. Reseller prices are good for quick, easy sales. Most sales you see take place on forums like NamePros.com are reseller sales.
'Retail' value (or 'end user' value) is the price you would expect to sell to the ideal person/company that is interested in developing the name. It takes more time and effort (or luck) to locate these types of buyers, but you can fetch better prices. Most of the sales you see in the news or top domain sales charts are examples of end user sales.
