Im looking for a script similar to http://themes.wordpress.net

Designers would register and upload their templates, so visitors can download them.

Do you happen to know anyone selling a similar script ?

Also pm me if you can develop a similar script from scratch. How much it would cost and how long it would take. Thanks.

Have you tried looking around the site for the code? They may publish the code per GPL or somesuch requirements. Couldn't hurt to ask the webmaster if he'd be interested in sharing the source code for a "powered by" link.
