Although this is a good double keyword .com, I can not think of a commercial use of this domain. It would be best to develop a website (a civil defense website maybe?) and try to sell it that way imo. May not find a buyer as domain name.

A strong name you have there. It may take a bit of effort selling it - but has a lot of potential!
