Bad:
- better would be translate.into but that extension does not exist...
- is not a .com

Good:
- easy to remember
- site exists
- Could use subdomains for for example dutch.translate.to/english, good for search engines

How should I develop the site?
I don't want to lose much time on in.

I prefer selling it as is for an amount like $1000 (more is welcome... )

first thing is look for a script like in hotscripts.com
plenty of language scripts there. proper ones cost about $80 - $100 (some are also free!), develop it using a script and the price will double at least! (if properly {professionaly} developed!)
