I bought theinternetisdown.net on a whim a year or two ago and never got around to doing anything with it. I thought I might as well see if it was worth anything.

I can imagine it being used for a marketing campaign, especially by an internet provider or tech company, or something similar.

Exactly, you have good ideas there - it can serve as nice domain for good viral campain! Name is very memorable. 1-5k for end user - but probability of resale very very slim, unless you do some selling actively with this one.
