Shared Windows Hosting, Control Panel API Access

I'm looking for shared windows hosting package with API Access to the control panel so I can easily interact with it, (create/edit/delete emails, forwarders etc)

Do you really need a windows hosting? What about a linux one?

Thanks for the responses. Unfortunately I need a windows server since the script I'm running is written in ASP.NET.
