Can you clarify your point about US state? I don't get the connection with it and domain zone. Thanks

.sh is the TLD for Saint Helena, a small island (pop. <8K), therefore a super-tiny market.
You will never find a buyer there.
Only option is domain hacks or creative use.
For example .mn has sometimes been used for Minnesota (MN).
Real estate domains in the US are routinely associated with two-letter State codes eg CA = California, TX = Texas etc.
