When I first saw the name I thought of a software registration site like Regnow or Regsoft. You might want to target software sites. As for value, I don't like to speculate on that because you just never know what people are willing to pay. I've seen a LOT of names which at first appearance seemed very lame (reg fee), but fetched 100's or even 1000's.

I'm surprised that you have not come across these terms in relation to domain names before (seeing that you have 500+ posts here).

Wholesale/undeveloped means...The value of the name prior to development and what a reseller might pay for it (not an enduser). These prices are relatively lower than enduser/developed prices.

Yes, that is probably about right. In general the breakdown is something like this:

low $xx - $10-25
mid $xx - $26-70
high $xx - $71-99

These are just rough estimates, but they should be fairly accurate. In my opinion, I think the domain is worth the lower end of the low $xx ($10-15) It just doesn't sound very profesional, and I am not quite sure what the use of the site would be.
