Recommendations for critical tools?

I'm putting together a "bucket" of useful Web development tools. What do you find useful/important to have when developing Web sites?

Does anyone know of a tool that will chart out all the links to a specified URL (create a flow chart or site map type of thing)?

One good tool for creating website flowcharts is Microsoft Visio.

Dreamweaver does that, I think.
