PHP/MySQL Programmer Needed for Small Project

I need a PHP/MySQL Programmer to Program a Banner Exchange for me. All code must be original (IE: Not some free exchange you found), You need to follow good coding procedure and document the code IE: Different Sections and what they do.

I am a PHP and MySQL programmer, but I simply do not have time to program a banner exchange right now.

Here are the Features It Needs:
-Ability to Register as a User
-Ability to register Multiple websites per User
-Ability to register Multiple banners per user

-Serve Ads, Only 468 * 60

-Admin account that must approve ads before they circulate
-Admin account must approve new websites
-Banners are uploaded to server.

-SImple statistcis for users including Impressions and CTR by Day and by Month

Im willing to pay in the form of Paypal, NP, and Advertising. Im taking quotes right now.
