Does this mean the winner has to pay you by paypay before the transfering or push?

Yes that is correct. The payment is sent via PayPal and then the domain is pushed to the winning bidders GoDaddy account. If auctions go over a certain amount (usually $500-$1000+), people tend to use an Escrow service for extra security. It is a good idea in any buying/selling situation here to take screen grabs of all parts of the transaction to protect yourself as best you can i.e captures of the money in your PayPal then confirmation screen of the sent payment etc and likewise when pushing a domain to a winning bidder.
