I think people throw this phrase 'develop' around too easily here
First to do major development today it's not a cheap proposition, and even speed hosting is a lot for most speculators, all the cheap hosting will hurt any development since SPEED is now the #1 factor in search algorithms for the major SE's as to SEO and it impacts QS for SEM (PPC) as well.
A typical 2mb front door in say WordPress the #1 CMS on a shared host often takes over 10 seconds to open, that's what you get from hosts like GoDaddy usually, unless you're on a new server that hasn't been stuffed with 2,000 or so low end sites mostly running WP and causing major load issues.
High End hosting usually involves your own server or a network that doesn't allow junk and load issues and it costs often 250 or more a month and if you think you can admin a server, good luck. A new server will typically blow up your email with security notices about the 10K or so hackers trying to hack a new server today.
Then if you can't do the development yourself a legit developing company will typical get 5K to 25K for even a minor quality site and often much more.
So when you own a domain and you see 'develop' throw at it, I ask why, why INVEST valuable time and often lots of money into trying to make something from a minor term that has not natural end user or market for it.

Newest Edition well that's not really a traffic term worth developing and you would run into major TM issues if you put up brands that may have a 'newest edition' people are searching for.
Way better terms to 'develop' in and the old models of parking and even adsense make no sense for a 'developer' to 'invest' valuable time and money in.
I'd list on flippa and sedo and take whatever anyone offered, and if it expires, not even renew it.
