I am not a fan of hyphenated domains; I take the view that a name with hyphen doesn't carry much value in itself except a few exceptional names. Unfortunately net-rights is not such a name.
Therefore the only way further forward is to develop it.
I love me some hyphens. With that said I'm not sure what net-rights refers to. Something that comes to mind is the government having an internet kill-switch.Also The big brother approach they want to take on e-commerce. You know...stuff like that.
