If you're just wanting to be a domain reseller, then a couple of suggestions would be eNom's reselling system and Wild West Domains by Go Daddy. You are able to sell domain registrations through a turnkey website and they handle all of the credit card transactions, etc..

Another option is to be an ICANN Accredited registrar, however, that is a very costly process to do though. For more information for this route visit ICANN's site at http://www.icann.org

The best route to go with is to be a reseller with a company as it's much cheaper if you are not going to be selling a whole lot of registrations. I personally have used Wild West Domains and was very satisfied with their service and products. You have a nice backend control panel where you are able to modify what products you'd like to sell, edit the prices, layout, etc...
