Well the keyword is top but the TLD is exotic. I don't know if the TLD is popular within Uganda. Many 3rd World ccTLDs are so expensive/bureaucratic that people prefer to resort to .com...
I think you should research the popularity of the ext and see if it would be useful to develop (ie. set up some mail service for example). Investing in exotic extensions is not a problem per se but some are unheard of and not even used in the country of origin so you start at a disadvantage.
I don't know the annual fee for .ug but I hope you have a few ideas to recoup the registration costs. I would not count on a resale.
IMO your best bet is to develop. Hard to put any value on it right now. Low $$$ at present ?
