Looking for a website awards site

I am looking to have a website awards site built. People would be able to come and enter their website into their category and it would appear in the searchable listings with a YAHOO like layout.

Anyone can come and vote on the site and the top sites per category would be listed alond with a small screen shot of the site like ALEXA.com does.

Any script like this out there?

It may be a little more detailed then this, but I need it to be a simple system. Anyone up for the project?

Well I would like to stay in budget, but for a professional job I would pay up to $1500.00.
