My first reaction is the two words contradict each other - you wouldn't send a shipment locally. What end users do you have in mind (assuming you are looking to sell)?

There are companies (local couriers) that do short distance shipments. You can think of local as in when you're looking for shipping services within your area/state for example.

Enduser....be hard put to find an enduser.

Reg fee is the best you will get.

Local couriers will look for their branding to pull in business and most local couriers are also large logistics companies so unless there is a high G search result (which I doubt) I think you will find it hard for someone to buy this. Put yourself in your couriers shoes, what would your reaction be if someone approached you? What would you do with it? Sorry I do not see value.
