Leads sites

I have a question regarding these leads sites. You see them allover the net mainly in the mortgage and finance industry, even legal sites and they sometimes come with a directory. Are these setup by people that have been in the leads industry before, or are these webmasters just getting into a hot industry? And are these type of sites still producing? or worthwhile? Obviously, the referral feeds are higher than an affiliate payout or adsense click, but how much work is involved in selling these leads.
