Very few people know this ccTLD exist even though it existed since 1997.

İ spoke with my registrar and they said you can cancel but they dont refund the Money to the paypal account they can only credited to my registrar company account for future purchases.

I'm not familiar with your current registrar's terms and conditions.
I just know that you should have the option to receive a full refund of the purchase price in the first 5 days of initial registration, add period in most gTLDs and some ccTLDs.
I don't know if it also work with .tc in general or it is only a problem with your current registrar.
Some registrars may only refund as account credit but usually most registrars are able to send a full refund.
