How to tilt image???

Hello!

Which program will let me to tilt image lets say 15 or 30 degrees? And how to accomplish it?
I need to arrange 3 images to look something like playing cards.
I have Ulead Photoimpact, Fireworks, MS PhotoDraw and Photoshop and only option I found is to flip image 90 degrees.

Hey.. Open up Photoshop.. Copy and paste your image onto said canvas.

Once your image is on the canvas, press the following: CTRL + T

This will allow you to use a tool called Free Transform..

This tool is simple enough. So simple, that I cannot even explain how to use it.. You'll figure it out in a second.
