How to " templates "

I bought something on ebay and it had free templates , they are quite nice

i am wondering if there is an easy way to make these into working websites.

if someone could point me to a tutorial,help section.

or " simple 10 step plan " something that would help me turn a template into a working website.

are they in psd format? if fo slice them using the slice tool and save as html and images

then open index.html in your fav editor and code it

if they are in a psd format you will probaly have to learn photoshop slicing and how to code it after using dreamweaver (or another).
