I wanna host the blog locally.

I am looking for inexpensive recommendations.

Here's some nice free weblog software.

Moveable Type - http://www.movabletype.org/

WordPress - http://wordpress.org/

You'll be able to find the software requirements on their web sites. You'll of course need a web server and some type of programming language such as PHP or Perl installed and will probably also want a database server like MySQL.
