How much for a simple admin tool

Hello everyone,
I am in need of an admin tool that will allow me to upload documents and edit documents online. I essentially just need to do it for one document. I have two colleagues that I want to be able to access this document and upload it.

Does anyone know how much it would cost to develop a simple system such as the one mentioned above. Thank you for your time.

What kind of document? If just a plain old text file, then it should be really easy. But a complex pdf file, now that's ... I don't even know where to begin with a pdf file.
