New to domaining, it really makes my head ache sometimes...

Perusing the GoDaddy auctions, I see a lot of the listings have USD $20 minimum offer - i.e., not an auction bid, but a negotiation start point.

I am guessing that sellers are not going to entertain a $20 offer, so where do you actually start your offer? If the domain is valued at around $8k by the GoDaddy appraisal tool, why would the seller start at a $20 offer? Surely they are just going to completely ignore anyone who actually sends through an offer of $20?

Some has a minimum offer which seller can set if they pay $5. Just fishing to see if a bidding war takes place. I have done that several times.
