It's all a case of how selective you are when registering if you base it against three factors:
1) the number of existing registrations
2) the population of the country represented by the cc-TLD
3) the interent penetration of the country represented
Simply put, the lower 1) and 2) and the higher 3), the more selective you need to be.
If registrations are really low, population is small and penetration is close to saturated, then you need to pick only the top primo domains poker.xyz, sex.xyz etc
