It's all a case of how selective you are when registering if you base it against three factors:

1) the number of existing registrations
2) the population of the country represented by the cc-TLD
3) the interent penetration of the country represented

Simply put, the lower 1) and 2) and the higher 3), the more selective you need to be.

If registrations are really low, population is small and penetration is close to saturated, then you need to pick only the top primo domains poker.xyz, sex.xyz etc

Does this make sense?

I think even the low populated small county cc-tlds might be a great investment as well if they have a good extension!

Such as .cc's. CC can stand for so many things, much more then other extensions I've seen, but it belongs to Cocos Islands of under 600 people last time I checked. The low population doesn't seem to have had an impact on it's growth so far, but lately .cc names have been selling for really low. Why don't people see the value in this extension? Lack of marketing? Lack of development?
