Design Help Needed

Hi,
I am the owner of a startup internet company, www.artsEfest.com. I have been fundign this site all myself, so the budget is very limited. I realize many of you are professionals, but I am looking for someone that is looking to build their portfolio of work. The site is an online crafts fair and art festival where users are given the opportunity to build their own website. The websites they build are template driven. What I need is someone to assist in building web templates to be used on my site. Again, I don't have a big budget. I am looking to pay someone $30 per template.
