This TLD is what is known inside domaining circles as a "December Extension".

An extension that once had promise and strong legs, but now walks with a limp as it descends into the deep dark murky abyss, much like the Country of its origin. An extension that once had the backing of a billionaire dreamer, but now can't manage to find a friend outside its tiny homeland of Tuvalu.

I think that CODE.TV would have a value of $300, add an "ing" and value takes a 90% haircut. Considering the high renewal fees of this now practically defunct extension and you're looking at a value of $30 less renewal.
