Charge extra for Scripts and Modules?

I don't know if this question has been asked before, but I was wondering if it would be appropriate to charge clients extra for PHP scripts and modules [ie. forum, photo gallery] made from scratch. And if I did charge, should I be charging per hour, should I give a fixed price, or does it really matter?
