budget: above $1 Buying EMD for Development

I am looking for a small portfolio of exact match keyword domains to develop or individual domains. Must fit the criteria listed below.

• Keyword Must have at minimum 10k Google searches monthly
• Must be .com
• Have zero penalties
• Has never been used for ad campaign
• No Bitcoin, marijuana, company name or product names.

I am looking to purchase 50 domains between $1 and $20 per domain depending on criteria. Will consider traffic domains or AdSense earning sites. I will pay 4x revenue with proof between $5-$50 for a domain and 10x evenue for developed sites if I like the niche.
