That's a good question, wish i knew myself, but it certainly appears tougher than Google and Yahoo.

From what I've seen, if my sites rank well in google they generally rank well in bing also (and vice-versa.)

You don't have to do anything,just keep updating your site & do some SEO & link building works for your site then Bing will automatically index your site.

Bing submission is useless, They are taking years to index your site.
Don't know how will they compete with google?
