I agree, it being a .org and low demand via overture, I'd say reg fee for now....

Reg fee as of now, but if you feel like putting some time into it to develop it, you might be able to sell it for a decent amount.

.org is not supposed to be used for profit sites.

Even if you develop it the .com and .net are going to render this domain useless.
