I am an Australian living in Australia and i have registered a few dot us domains over the years with no problems. From what i understand any non USA person living outside the USA but doing business there is eligible to register a dot us. The way i look at it is if i register a domain name through an American company and host or park the name in the USA, or purchase a domain name from an American company then i am doing business in the US and therefore i fit the requirements.
